Yes. Full Packaged Product (Retail) licenses are transferable. You can deactivate Windows or Office on your current device and activate it on a new one. Microsoft's official guidance confirms that retail licenses "can be transferred to another device."
No. OEM licenses are permanently tied to the first device they are activated on. Per Microsoft's official documentation, an OEM license "cannot be transferred to another computer." If you need a license you can move between machines, choose a Retail license.
On Windows 10/11, go to Settings → System → Activation and sign in with your Microsoft account. Linking your license to your Microsoft account lets you reactivate on a new device through the Activation troubleshooter. For Office, open any Office app, go to File → Account → Sign Out, and then deactivate from your Microsoft account's device list at account.microsoft.com.

In most cases, Retail and Volume licenses sold through USTrustedTech are not region-locked and can be activated worldwide. However, OEM licenses and certain regionally distributed keys (sometimes called "regional versions") may have geographic restrictions embedded by Microsoft.
Retail licenses are generally activatable from any country with an internet connection. If you are activating in a region where the key appears to be blocked, try activating via telephone activation (Settings → Activation → Activate by phone) and select your current country — Microsoft will typically process legitimate retail keys regardless of region.
Windows 10 and 11 support language packs you can install post-activation via Settings → Time & Language → Language & Region. Office 365 and Office 2024 also support multiple display languages regardless of the key's country of origin. You are not locked into English simply because the license originated in the US.

Keys are delivered digitally by email immediately after payment confirmation. Check your spam/junk folder if you do not see the email within 15 minutes.
